Management and Supervisory Development Programme (M and SDP)

The Management and Supervisory Development Programme (M and SDP) department sits within the Skills Strategy Directorate of CITB – ConstructionSkills. We work with Federations, Employers, Training Groups and other sector stakeholders, providing advice and guidance supporting funding submissions and approval and manage the operational processes associated with managing the following funds:

  1. M and SDP – £2.1 million for 2011. This fund supports the development and piloting of new training related solutions in the supervisory and management context. The fund is not designed to support delivery of existing programmes beyond the initial pilot phase.
  2. Management and Supervisory Transition Support (M and STS) – £2m for 2011 and 2012. This fund provides additional support for projects and programmes that have graduated beyond their initial M&SDP development for an additional year where they are not yet at a stage in their lifecycle to be mainstreamed.
  3. The Growth Fund - £10m for 2011 and 2012. The fund is intended to support the sector through the national financial recovery by supporting the development and delivery of training solutions addressing knowledge and skills in the following areas:
    • improving employers’ ability to respond to environmental sustainability and management challenges, including (but not restricted to) low carbon construction and retro-fit production and business support;
    • improving collaborative working in the supply chain, for example by creating additional new entrant training opportunities and/or creating additional opportunities for upskilling existing workers;
    • developing improved productivity and working practices that will benefit the sector;
    • generating growth in training in new emerging skills and specialist sub-sectors e.g. nuclear build and modern methods of construction (MMC);
    • supporting businesses in accessing new markets.
  4. Qualifying the Workforce (QtW) - £1m fro 2012. This fund supports sector federations and unions and allows them to draw down up to £50,000.00 for the year to support qualifying the workforce where the organisation either represents a directly employed workforce of 5,000 or more or can demonstrate an ability to make a similar impact via influence over a larger non-employed workforce.

In 2010 the department distributed c. £2m across 86 projects and programmes directly engaged through M&SDP and across a broad spectrum of thematic areas including Business Improvement, Innovation and Sustainability. The addition of M&STS, The Growth Fund and QtW to our portfolio offers a significant opportunity for the department to influence and engage throughout the sector and to support skills development. As of beginning of June 2011 we have committed to c. £2.4m spend on 61 projects and programmes through M&SDP and M&STS, the Growth Fund has been available since the end May 2011 and we are currently engaged with several stakeholders who are seeking to exploit opportunity through this fund.
