A31-A33 - NVQ Level 2, 3, 4 and 5 Achievement
Many major construction sites now insist workers are ConstructionSkills Certification Scheme (CSCS) or equivalent card holders. This means that if your workers don't hold a card, it could be hard for you to get work on certain contracts. Card holders have to prove up-to-date health and safety awareness, which means they'll be safer on site and set the right example for less experiences staff. The card also indicated which qualifications an individual has, so you can be sure of their skills.
These grants are available for achievement of an NVQ/SVQ following attendance on a recognised training course.

What achievements are supported?
The award of an NVQ/SVQ Level 2, 3, 4 or 5 qualification following off-the-job training.

If you cannot see your trainee's VQ listed please contact your local ConstructionSkills office who will answer your query and provide you with the best advice. We are constantly reviewing NVQ/SVQ titles to ensure we are up to date with the latest qualification information.
You can claim for a maximum of five NVQ/SVQs per individual during their career.
What achievements are not supported?
NVQ/SVQs achieved through On-site Assessment and Training (OSAT) or Experienced Worker Practical Assessment (EWPA) (as these achievements are supported by grant A34).
NVQ/SVQ Levels 4 and 5 cannot be claimed in addition to Business and Technical Education Council (BTEC), Scottish Qualifications Authority (SQA) Higher National Certificate (HNC) or Higher National Diploma (HND) achievement grants for technical qualifications (as these achievements are supported by grant A25).
An NVQ/SVQ cross-matched to a BTEC or SQA award is only eligible for a single achievement grant. You can only claim either grant A32/A33 or A25, not both.
NVQ/SVQ Levels 2 or 3 achieved by Craft Grant Non Apprenticeship trainees where grant A08 has been paid for the same achievement.
What is the status of trainees supported?
Employees.
All apprentices, including those on a Programme Led Apprenticeship (PLA) complementary apprenticeship route.
All occupations are supported (for example accounting and customer service staff).
What is the status of trainees not supported?
Labour-only sub-contractors and agency staff.
How much is the grant?
The grants are paid as follows:
- NVQ/SVQ Level 2 - £500 (A31)
- NVQ/SVQ Level 3 - £700 (A32)
- NVQ/SVQ Level 4 or 5 - £1,000 (A33)
You will receive an additional 25% supplementary payment automatically if you are eligible.
This rate may be reduced if sufficient Levy funding was not available. This is only likely to take effect in exceptional circumstances.
How do I claim?
A pre-populated grant claim form GC1/1 will be automatically sent to you if:
- Construction Awards Alliance is the awarding body for your NVQ/SVQ.
- you are claiming grant for an NVQ/SVQ achievement and you have used ConstructionSkills as the work-based learning provider (training provider) to train your apprentice.
A GC1 claim form should be used if:
- you are claiming grant for any other NVQ/SVQ achievement.
- if you do not receive a pre-populated grant claim form from us within two months of your employee receiving their certificate.
Download and complete a GC1 claim form or contact your local ConstructionSkills office for a copy.
When do I submit the form?
Pre-populated grant claim forms GC1/1 - when you have checked the details and signed the form.
GC1 claim forms - when you have received confirmation that your employee has passed their NVQ/SVQ and you have completed and signed the form.
Send both types of claim form to the CITB-ConstructionSkills Levy & Grant Department, Bircham Newton, Norfolk, PE31 6RH.
What else do I need to submit?
Where Construction Awards Alliance is not the awarding body, you must attach a copy of the certificate to your GC1 claim form as evidence of achievement. However if the evidence is not available at the time of claiming do not miss the deadline. Send in your claim and we will then contact you for evidence at a later stage.
Is there a closing date?
Achievements awarded within the 2008/2009 CITB-ConstructionSkills Grants Scheme Year must be received not later than 31st October 2009. Claims received after this date will be rejected.
What else might I be able to claim?
Grant is available for achievement of General National Vocational Qualifications (GNVQs) and Advanced Vocational Certificates of Education (AVCEs) for Construction and the Built Environment (or Scottish equivalents), both at Intermediate and Advanced Levels (A25).
Grant is available for construction staff who attend technical and professional training (A09).
Attendance grants for the training of non-construction staff can be claimed through the Training and Development Plan route (B101/102).
